City mean as large and permanent human settlement, In past times cities were not highly developed better than present day cities. As a example nile vally, Indu valley. But city planners were referred to those cities are most "livable". In real sense of "livable" is have good background/ situation for live.

          For that city planners get more of actions to create them city as livable cities. For example Nile valley civilization have begun at about 3000BC. Although those cities construct as livable cities. Buildings construct for living well, and that's desert place, but water canals were built that time for city, because town planners should have to build livable city.

          and another example in indu valley, Indu valley consist a major river, therefore town planners built that cities with agriculture facilities, like as land for cultivation. So that's it.

          When evaluation of city, people life style changing day by day. therefore livable concept become modern style, when we explain that,  in present time people want jobs, so cities consistent large number of job opportunities, shop to executive section. And further modern cities made with more open spaces. Because in present time people almost live in modern cities. So people want to beautiful and calm spaces to affordability they holidays. and further modern cities have more of green spaces. so that 'construct for increase air quality and beautiful of cities.

So transport service upgrading always our city as livable cities. and other kind of services already remaining are in cities, such as water and electricity. so electricity really wants to cities because that kind of service need every companies, every institutions such as residential. and water service also like that, because in modern city peoples can't find well water or other water sources. so government produced that facility and change our city as livable cities.
